Value of Very Light Rail (VLR)

Today, I came across the concept of Very Light Rail, which appears to be a more sophisticated form of a tram. It's still just a concept and only appears to be in development in the English town of Coventry. However, the idea is interesting, and I was wondering what others thought of the potential of such a system in recreating streetcar and tram lines in many American cities, seeing as (as Coventry's website puts it) it can run on battery power and be laid in track only 30cm deep? This article cites that it would cost 1/3 of what a tramway costs to install per km, while still keeping light rail's effectiveness at getting the public to switch off of cars.
