Itaewon and density

After the mass stampede in Seoul today I genuinely can't say I'm a fan of super-dense urban spaces, and it's something ive noticed with Seoul and Hong Kong in particular. These are places people often criticize for being TOO dense and having literal shoebox apartments due to bad zoning and bad real estate management, which often leads to a lack of development and scarcity.

What should planner's reaction to todays events be? Congestion is always a major concern in dense areas, especially in Asia where these trampling events are common, but is the solution really just saying there should be "more open space"?
